Not being President doesn't mean she has no ability to effect change. In fact she was put in charge of many areas, one being... securing the border.
Harris’ role in addressing the root causes of migration was an attempt at a more holistic and, theoretically, sustainable solution to a complex problem. She has a pivotal role in securing the border and has failed disastrously.
The VP has several significant roles, mostly of influence. And Harris hasn't used her influence or any action to provide a single benefit.
I will agree that she cannot accomplish anything "independently" as you say. But her influence comes in the form of many roles as VP. For example...
One of her constitutional duties was serving as the President of the Senate, where she could cast tie-breaking votes. In a Senate that was evenly split (50 Democrats, 50 Republicans), this became an especially crucial role. Harris cast multiple tie-breaking votes to help push forward pieces of legislation and presidential nominations, further emphasising her influence in shaping U.S. policies
