I would specify that having a single toilet for one occupant is best to work around the issues of gender.

The challenge this provides is having the space to do it. For men Urinals take up less space per person for example.

It can also depend on the demand for toilets in a given premise. A night club will see Women queue while men do not because of the Urinal benefits.

A challenge to make it work everywhere but in principle I do agree.
