The one aspect few consider is the disproportionate effect from each Country in their contribution to the World's overall Co2.
For example, the UK may commit to a 90% reduction but given their less than 1% contribution to the World how significant will this be? The societal impact will be greater.
Whereas China reducing by even just 10% would have a more significant impact on the World.
The biggest challenge is in understanding the impact caused to reduced Co2 levels and society. The Earth has survived with much greater levels and we need to understand impacts in our actions more carefully.
As your article focusses on "new fossil fuels" this may be less relevant of course.
